Part of Measuring a franchise so that activity and return never get confused
A compact set of franchise KPIs with the formulas written out
Define a compact set of franchise KPIs for England with explicit formulas, source records and decision uses, without importing unsupported benchmarks.
Choose franchise KPIs by the decisions they support, not by how many charts the software can display. A practical set covers service flow, quality, unit economics and investment separately. The following definitions are starting forms; the accountant and operator must approve the exact fields, timing and tax treatment.
What to take away
- Choose franchise KPIs by the decisions they support, not by how many charts the software can display.
- A practical set covers service flow, quality, unit economics and investment separately.
- Write a definition card for every KPI, recording purpose, formula, unit, period, inclusions, exclusions, source, data owner, correction rule and action threshold.
- Keep investment outcomes on another page and never present a forecast return as an achieved operating KPI.
- Set thresholds only after observing a stable, correctly defined baseline or establishing a real contractual or safety requirement.
Write a definition card first
Per KPI, record purpose, formula, unit, period and inclusions. Record exclusions, source, data owner, correction rule and action threshold.
KPI definition card fields
- Purpose and formula
- Unit and period
- Inclusions and exclusions
- Source and data owner
- Correction rule
- Action threshold
Government Digital Service advice on performance metrics links measures to service purpose and hypotheses and asks teams to find data and supply context.
Here is a sample completed card for completion rate. The numbers are a worked example, not a benchmark.
Field / Example entry
- KPI
- Completion rate
- Purpose
- Show how many eligible jobs finish in the period
- Formula
- Completed eligible jobs divided by eligible starts
- Unit
- Percentage
- Period
- 1 to 30 April 2025
- Inclusions
- Jobs booked and started by the outlet
- Exclusions
- Cancelled before start, duplicates, warranty callbacks
- Source
- Job management system closed jobs report, run 1 May 2025
- Data owner
- Operations manager
- Correction rule
- Reclassify late cancellations within 5 working days
- Action threshold
- Local target set with franchisor; no benchmark given here
- Worked calculation
- 460 completed eligible jobs divided by 500 eligible starts = 92.0%
Where to source UK data
Use the systems that already record the event: EPOS for sales and refunds, rostering for hours and absence, accounting software for invoices, payments and VAT, and franchisee reports for local exceptions. Version each definition when a system, channel, price or opening hours change. Record the version number, date, data owner and a change note on the definition card.
No benchmark figures are given here by design, because local mix, contract terms and data quality determine workable targets. Use your franchisor agreement or your accountant for target ranges.
No single franchise-specific regulator covers England or the UK; the British Franchise Association is the main sector body.
Six operating measures
Demand received: count valid customer requests entering the chosen channel and period. Define duplicates, spam, transferred enquiries and reopened work.
Six operating measures and formulas

- Valid requests
- Completion rate
- Completed / eligible starts
- First-time completion
- No rework / completed
- Capacity use
- Delivered / usable capacity
- Customer recovery
- Resolved / failures
- Open exception age
- Failure to closure
Formula
- Demand received
- Define duplicates
- Completion rate
- Name the event
- First-time completion
- Set window
- Capacity use
- Split unavailable
- Customer recovery

- Open exception age
- Show oldest
Watch out
- Demand received
- Completion rate
- First-time completion
- Capacity use
- Customer recovery
- Open exception age
Completion rate: completed eligible jobs divided by eligible starts. Show both counts. Do not mix bookings, attendances and fulfilled services without naming which event forms the denominator.
First-time completion: eligible services finished without a repeat visit, correction or rework divided by all completed eligible services. Set the observation window so late defects are not missed.
Capacity use: productive units delivered divided by usable capacity for the same hours and resource. Separate unavailable capacity caused by absence, maintenance or deliberate closure.
Customer recovery: failed services resolved within the stated recovery process divided by recorded failures. This tests response, not whether the original failure was acceptable.
Open exception age: elapsed time from a recorded control failure to closure, displayed by severity. Averages can hide one old critical item, so show the oldest case and distribution.
GDS's introduction to performance data distinguishes raw measurements from calculated metrics.
Three economic measures
Net sales: sales less defined refunds and discounts, with VAT treatment and accounting cut-off approved. For UK VAT-registered outlets, net sales usually exclude VAT and follow the tax point in the VAT records, not the cash receipt date. Cash received is not automatically sales for the period.
Contribution per defined unit: net sales less agreed variable costs, divided by completed services, transactions or another stable unit. List which royalties, platform deductions, labour or consumables are included.
Operating cash variance: actual receipts minus actual operating payments compared with the approved cash forecast for the month. Explain timing differences rather than labelling every variance good or bad.
GOV.UK's business-plan guidance places forecasts within planning and progress review.
Keep investment outcomes on another page
Capital committed, cumulative distributions, debt balance, forecast payback and return on invested capital concern the owner or funder. They should not be blended into an outlet quality score. State whether owner pay, tax, finance and later capital expenditure are included. Never present a forecast return as an achieved operating KPI.
Check the human consequence
Some source fields identify workers. The ICO says worker monitoring must be necessary, proportionate, transparent and accurate. Use team or process evidence where it answers the question, restrict access and give workers a way to challenge inaccurate information.
Set thresholds only after observing a stable, correctly defined baseline or establishing a real contractual or safety requirement. A copied network target can distort staffing and service if the local mix differs. Review definitions whenever channels, prices, opening hours or systems change, and annotate the first report produced under the new version.
Before you act
- Write a definition card for every KPI before use.
- Separate service flow, quality, unit economics and investment measures.
- Preserve underlying counts and event records for each rate.
- Keep investment outcomes on a separate page from outlet quality.
- Check worker monitoring is necessary, proportionate, transparent and accurate.
- Set thresholds only after observing a stable, correctly defined baseline.
Common questions
What does the ICO say about worker monitoring?
The ICO says worker monitoring must be necessary, proportionate, transparent and accurate. Use team or process evidence where it answers the question, restrict access and give workers a way to challenge inaccurate information. This protects workers and ensures data protection compliance.
